What makes this achievement more amazing than just meeting a strict conservation goal, are the constant head-winds Ranchos must endure from the Town of Apple Valley, which as part of its hostile takeover efforts has demonized Ranchos and its employees, creating a toxic attitude toward Ranchos from the very people who are key to conserving water: Ranchos customers.
It is also worth noting that Ranchos, a private company, met its conservation goals while none of the local public water utilities — Adelanto, Hesperia, or Victorville — did.
